Professional credentials

Richard began his career in the public sector nearly 30 years ago with the National Insurance Department of the Department of Health and Social Security. In 1998 the Contributions Agency (formerly the National Insurance Department) merged with the Inland Revenue and Richard was trained as an employer compliance officer combining his National Insurance knowledge with PAYE, expenses and benefits tax training.

His last post before joining Francis Clark was as employer Compliance Team manager working in HMRC Newton Abbot where he was responsible for a team of 16 members of staff including all aspects of compliance work, the settlement of cases, the negotiation of penalties and commissioners’ hearings.

Richard worked for many years in H M Revenue and Customs as an Employer Compliance Manager following a long career as a National Insurance Inspector and an Employer Compliance Officer.

Richard’s duties were extensively involved in dealing with Employers PAYE, Expenses and Benefits issues as well as Contractors working within the construction industry, ensuring compliance in all aspects of the current CIS scheme.

Of particular note is Richard’s experience in dealing with employment status disputes particularly those of sub contractors within the construction industry. Also Richard has been involved in the preparation of cases for hearing before The Tribunal Service as well as settlement of cases with HMRC including the negotiation and mitigation of penalty charges.

Since the introduction of the new Construction Industry Scheme Richard has been very successful in defending clients who face potentially huge HMRC penalty determinations issues as well as the loss of contractor gross payment status.
